    Since this remains unanswered, I suspect something else besides the Maven dependencies is wrong with the Operations release.

    Although I don’t use Maven, I have the same problem for hours when I rebuild my dev environment from SVN and I always forgetI have a good reason, and I need to see if it’s available. Unfortunately this seems to be a complete Eclipse problem.

    I can remove all these bugs that cause unique projects by simply selecting one of the dynamic web careers or tomcat-only projects, and moving the dependency in order of progress. This seems to force every project to rebuild correctly and pretty much all bugs just get fixed.

    Right-click the web project, select Build > Path > Configure Build Path.Go to the Order & Export tab, select a library or package entry and move it up or sometimes down. I used the JRE system library and moved it to the top.
