I don’t know what it can do, but I updated my graphics card drivers and made sure everything and everything is fully connected and installed in my case. The problem was solved a month ago and is no longer coming back.

The solution for Vista refuses to start, always starts in safe mode

boots in safe mode only vista

This happened to me the other day, and IL is a little confused. But then I realized that I recently installed a TV tuner and Vista was probably trying to use it as my video card instead of my real video card. And try to bring along any peripherals you might not need. If another graphics card is installed and you already have onboard video, enter the BIOS on boot, then turn off and lock onboard video. Then remove our video card and turn it on. Hope this helps!
